You can contact the developers of SQLite to ask if they will update their extension It's a problem with the SQLite extension itself (many members have reported it, but sorry for that no one share a useful workaround to unlock it for now) and not Visual Studio. But I tried to ignore this prompt and go on this installation, seems it is working fine actually. I could repro your issue and so do I, this extension seems not be compatibility with VS 2017 and VS 2019 both.
